Business Implications for First Aid Training (Tourniquets and Bleed Control)
While Martyn's Law doesn't explicitly mandate specific first aid training requirements, it creates strong business incentives to enhance emergency preparedness, particularly around trauma care.
Enhanced First Aid Training Requirements
Why Bleed Control Training is Important: The goal of the legislation is to reduce physical harm and save lives. Having suitable first aid equipment and trained staff immediately available to treat major bleed injuries and serious trauma is a reasonably practicable and effective step for organisations to take in order to be compliant with the legislation and mitigate physical harm in the event of an emergency.
Training Focus Areas:
- Training staff in specific first aid bleed control tecniques and equipment so they can provide vital care before the emergency services arrive, Martyn’s Law to ensure stronger protections against terrorism in public places - GOV.UK
- Courses with a focus on a hands-on approach to equip those most likely to be first on the scene with the skills needed to save lives
Specific Equipment and Training Implications
Provision of, and Training for Tourniquets and Bleed Control Dressings: Businesses should consider providing staff with access to tourniquets and bleed control dressings (heamostatic dressings) and training staff in there use.
Hypothermia & Environmental Protection
Training should include awareness of environmenta factors e.g. casualties in wet, cold or hot environments for a prolonged period.
Training Available:
- First Aid for Severe Trauma (FAST), a national STOP THE BLEED® course from the
- First Response Emergency Care Level 3 (FREC3) and First Responder on Scene (FROS) courses offer a higher tier of preparedness
- Catastrophic Bleeding Module can be run as a standalone 3 hour course for organisations that want to up-skill already trained staff in response to Martyn's Law
Equipment Considerations
PAcT Kits and Trauma Supplies: PAcT Kits are available in many towns and city centres. These kits are designed to help manage traumatic bleeding incidents until emergency services arrive, and businesses may need to invest in similar trauma first aid kits containing tourniquets and hemostatic dressings.
Business Implementation Steps
- Risk Assessment: Evaluate whether your premises fall under standard or enhanced tier requirements
- Training Investment: Organisations need to assess risks specific to their workplace environment and prepare accordingly
- Equipment Procurement: Consider purchasing commercial tourniquets and trauma first aid supplies
- Staff Training: Implement comprehensive bleeding control training programs
- Documentation: Clear emergency response plans are in place that include trauma care procedures
Cost and Support Considerations
Premises and events do not need to spend money on consultants to be compliant with the legislative requirements Martyn's Law | ProtectUK , and all required training for Martyn's Law will provided free of charge to schools and nurseries through Protect UK. For other businesses, while training costs will apply, the focus is on procedures and measures that are reasonably practicable Martyn’s Law overview and what you need to know | ProtectUK .
The legislation represents a significant shift toward proactive emergency preparedness, with enhanced first aid capabilities—including tourniquet and bleed control training—being a practical and potentially life-saving investment for businesses falling within its scope.
