    Martyn's Law, formally known as the Terrorism (Protection of Premises) Act 2025, received Royal Assent on 3 April 2025 ProtectUK Home Office in the media and is named in tribute to Martyn Hett, who was killed alongside 21 others in the Manchester Arena attack in May 2017.

    Two-Tier Approach

    The legislation operates on a tiered system based on venue capacity:

    Standard Tier (200-799 people):

    Enhanced Tier (800+ people):

    • Locations with a capacity of over 800 people at any time, will additionally be required to undertake a risk assessment to inform the development and implementation of a thorough security plan GOV.UK GOV.UK

    Implementation Timeline

    The Government intends for there to be an implementation period of at least 24 months before the Act comes into force Martyn's Law Factsheet , meaning the law will likely take effect around April 2027.
