Summary of Martyn's Law
Martyn's Law, formally known as the Terrorism (Protection of Premises) Act 2025, received Royal Assent on 3 April 2025 ProtectUK Home Office in the media and is named in tribute to Martyn Hett, who was killed alongside 21 others in the Manchester Arena attack in May 2017.

Two-Tier Approach
The legislation operates on a tiered system based on venue capacity:
Standard Tier (200-799 people):

Enhanced Tier (800+ people):

Implementation Timeline
The Government intends for there to be an implementation period of at least 24 months before the Act comes into force Martyn's Law Fact sheet , meaning the law will likely take effect around April 2027.

Specific Equipment and Training Implications
Provision of, and Training for Tourniquets and Bleed Control Dressings: Businesses should consider providing staff with access to tourniquets and bleed control dressings (e.g. trauma and/or hemostatic dressings) and training staff in there use.
Hypothermia & Environmental Protection

First aid training should include awareness of environmental factors e.g. casualties in wet, cold or hot environments for a prolonged duration.
Organisations may need to make available some form of casualty insulation and/or emergency shelters.

Option 1: Essential Severe Bleed Control & Tourniquet Training
Duration: 1.5 hours | Location: Your premises
A short course for existing first aiders and also staff who only want the essentials for dealing with a severe bleed. Note: Does not provide workplace first aider certification.
Option 2: Severe Bleed Control & Tourniquets First Aid Course
Duration: 3 hours | Location: Your premises
Comprehensive training in severe bleeding management, including proper tourniquet application and trauma dressing techniques. Designed for beginners with minimal first aid experience. Note: Does not provide workplace first aider certification.
Option 3: Certified First Aid Training with Severe Bleed Control & Tourniquet
Duration: 1 day | Location: Your premises
Complete Emergency First Aid at Work certification enhanced with essential severe bleeding and tourniquet training. Provides first aider qualification for low-risk workplaces* e.g. an office with 50 or less staff or a high-risk workplace e.g. a warehouse/factory with 25 or less staff.
Option 4: Enhanced Public First Aid Courses with Severe Bleed Control & Tourniquet
Duration: 1 or 2 day | Location: Public venues

Option 5: First Aid at Work with Severe Bleed Control & Tourniquet
Duration: 2** or 3 days | Location: Your premises & Public venues
Comprehensive First Aid at Work certification including integrated severe bleeding and tourniquet training. Qualifies participants as first aiders for high-risk workplace environments* e.g. an office with more than 50 staff or a high-risk workplace e.g. a warehouse or factory with more than 25 staff.

These kits are designed to help manage traumatic bleeding incidents until emergency services arrive, and businesses may need to invest in similar trauma first aid kits containing tourniquets and hemostatic dressings.
