Summary of Martyn's Law

Martyn's Law, formally known as the Terrorism (Protection of Premises) Act 2025, received Royal Assent on 3 April 2025 ProtectUK Home Office in the media and is named in tribute to Martyn Hett, who was killed alongside 21 others in the Manchester Arena attack in May 2017.

Key Purpose and Scope

The Act ensures the public are better protected from terrorism by requiring certain public premises and events to be prepared and ready to keep people safe in the event of an attack.

Two-Tier Approach

Standard Tier (200-799 people):

  • Apply to locations with a maximum capacity of over 100 which can undertake low-cost, simple yet effective activities to improve preparedness
  • This will include training, information sharing and completion of a preparedness plan to embed practices, such as locking doors to delay attackers progress or knowledge on lifesaving treatments that can be administered by staff whilst awaiting emergency services

Enhanced Tier (800+ people):

  • Locations with a capacity of over 800 people at any time, will additionally be required to undertake a risk assessment to inform the development and implementation of a thorough security plan
  • Larger premises and events where 800 or more people will be present will be required to take further steps to reduce their vulnerability to acts of terrorism

Implementation Timeline

The Government intends for there to be an implementation period of at least 24 months before the Act comes into force, meaning the law will likely take effect around April 2027.

Regulation and Enforcement

The regulator is the Security Industry Authority, which will provide advice on compliance and ensure adherence to regulatory requirements.

Option 3: Certified First Aid Training with Severe Bleed Control & Tourniquet

Duration: 1 day | Location: Your premises
Complete Emergency First Aid at Work certification enhanced with essential severe bleeding and tourniquet training.

Option 4: Enhanced Public First Aid Courses with Severe Bleed Control & Tourniquet

Duration: 1 or 2 day | Location: Public venues
