A paper concerns book has the same problems as a paper accident book
Loose-leaf notebooks lock concerns in one room, behind one person. They cannot be searched, cannot show a pattern, cannot survive a flood, and cannot prove on inspection day that you logged the concern the same hour you spotted it.
Software vendors have known this for a decade and the established names (CPOMS, MyConcern, Safeguard My School) charge schools between £800 and £1,500 a year for the answer. That is fine for a 1,200-pupil secondary — it stings for the eighty-pupil rural primary, the pre-school playgroup, the karate club that runs Saturdays in a community hall.
